Tax Information Exchange Agreements (TIEA) provide for the exchange of information on request in the context of a specific criminal or civil tax investigation or civil tax matter under investigation. [1] A TIEA model has been developed by the OECD Global Forum Working Group on Effective Information Exchange. In 2014, the Canadian government signed an Intergovernmental Agreement (IGA) with the United States to exchange tax information on each other`s tax residents. The aim of this agreement is to promote international cooperation in tax matters through the exchange of information. It was developed by the OECD Global Forum Working Group on Effective Information Exchange. In this regard, legal systems may be based on a bilateral agreement between the competent authority for the implementation of the automatic exchange of information in accordance with the common standard of notification or automatic exchange of reports by country on a TIEA, particularly in cases where it is not (yet) possible to automatically exchange information through the relevant authority within the framework of a relevant multilateral agreement. For example, in 2017, Canadian financial institutions began identifying the accounts of individuals who reside tax abroad and provided this information to the credit rating agency as part of the Common Reporting Standard (SIR) regime developed by the Organization for Economic Co-operation and Development. The following year, Canada began sharing this information with abroad as part of the IRS. As a general rule, information exchange agreements with the IRS also allow for continuous disclosure.

In other words, once a state or municipality has been included in the Government Liaison Data Exchange Program, an implementation reminder is concluded, specifying the information that is shared and whether it is transmitted continuously or temporarily upon request.
